Regional NGO

For a Regional NGO, Solfix Africa provides a streamlined approach to registration and permit acquisition. Regional NGOs are those incorporated in any East African Community partner state (Kenya, Tanzania, Uganda, Rwanda, Burundi, and South Sudan) and may be partly or wholly controlled by citizens of these countries.

Key Requirements for Regional NGO Registration in Uganda

  1. Application Forms. Complete Form A (for organizations incorporated in Uganda) or Form N (for those incorporated outside Uganda but within the East African Community) and Form D. All forms should be signed by at least two founding members.
  2. Registration Request. Submit a letter to the Executive Director, NGO Bureau, requesting registration and a permit. This letter should clearly outline the NGO’s objectives, area of operation, and the desired permit duration (up to 5 years).
  3. Incorporation Certificate. Provide a certified or notarized copy of the Certificate of Incorporation from URSB or an equivalent body from the NGO’s country of incorporation.
  4. Work Plan & Budget. Submit an annual work plan and budget for the intended permit period.
  5. Governing Documents. Attach the organization’s Memorandum and Articles of Association, constitution, or other governing documents. The dissolution clause in these documents should specify Quorum for passing a resolution to wind up and Procedures for handling assets upon winding up.
  6. Governance Structure. Provide a detailed chart of the NGO’s governance structure.
  7. Payment Proof. Include proof of payment for the registration and permit fees.
  8. Funding Statement. Submit a statement of funding sources for the organization’s activities.
  9. Founders’ Identification. Attach valid IDs (National ID or Passport) and passport-sized photos for at least two founding members.
  10. Authorizing Minutes. Provide minutes, a signed attendance list, and a registered resolution authorizing the NGO’s registration with the NGO Bureau.
  11. Staffing Compliance. Attach a statement confirming compliance with Section 45 of the NGO Act, 2016, which pertains to staffing.
  12. District Recommendation. Obtain a recommendation from the District Non-Governmental Organizations Monitoring Committee (DNMC) in the district where the NGO’s headquarters is located.
  13. Ministry Recommendation. Secure a recommendation from the relevant Ministry, Government Department, or Agency.
  14. Data Protection Certificate. NGOs must submit a Data Protection Office certificate within one month of receiving their permit to operate.
