International NGO

To operate as an International NGO in Uganda, Solfix Africa outlines the following registration and permit requirements as mandated by the NGO Bureau. An International NGO is defined as an organization incorporated outside Africa and managed by citizens from countries beyond the East African Community (EAC).

Key Requirements for International NGO Registration in Uganda

1. Application Forms. Complete Form A (if incorporated in Uganda) or Form N (if incorporated outside the EAC but within Africa) along with Form D. These forms should be signed by at least two founding members.
2. Registration Request Letter. Address a formal request letter to the Executive Director of the NGO Bureau. This letter must outline the NGO’s objectives, intended areas of operation, and the number of years for which the permit is being requested (up to 5 years).
3. Incorporation Certificate. Provide a certified or notarized copy of the Certificate of Incorporation from the Uganda Registration Services Bureau (URSB) or an equivalent body in the NGO’s country of origin.
4. Annual Work Plan & Budget. Submit a detailed work plan and budget for each year covered by the requested permit.
6. Certificates of Good Conduct. Attach a certificate of good conduct for each signatory of the resolution or at least two board members of the organization.
7. Board Members’ Curriculum Vitae. Include CVs for at least two board members, detailing relevant experience and qualifications.
8. Governing Documents. Submit a certified copy of the organization’s Constitution, Charter, or Memorandum and Articles of Association. These documents should specify the quorum required to pass a resolution to wind up the organization and the procedures for asset management upon winding up.
9. Organizational Structure. Provide a detailed organizational structure chart showing governance and key positions.
10. Proof of Payment. Submit proof of payment for the Certificate of Registration and Permit of Operation fees.
11. Funding Sources. Provide a statement detailing the organization’s sources of funding.
12. Founders’ Identification Documents. Include copies of valid IDs (National ID or Passport) and passport-sized photos of at least two founding members.
13. Authorization Documents. Provide minutes, a signed attendance list, and a resolution registered with URSB, authorizing the organization to register with the NGO Bureau.
14. Staffing Compliance. Attach a statement confirming compliance with Section 45 of the NGO Act, 2016, regarding staff.
15. District Recommendation. Obtain a recommendation from the District Non-Governmental Organizations Monitoring Committee (DNMC) in the district where the organization’s headquarters is located.
16. Government Ministry Recommendation. Obtain a recommendation from the relevant Ministry or Government Agency.
17. Ministry of Foreign Affairs Recommendation. Provide a recommendation from Uganda’s Ministry of Foreign Affairs.
18. Home Country Recommendation. Include a recommendation from the organization’s country of origin, such as a government body or an accredited mission to Uganda.
19. Data Protection Certificate. New NGOs must submit a data protection certificate within a month of receiving their operating permit.
